I'm kinda late for the thread.
I would like to provide answers but my take is that you probably ask too many (legitimate) questions. To me the Lucky in the title referred to the amount of luck required to pull this off, like you noted.
Still, it wasn't really a brainy movie. It was more for pure entertainment without being "bulletproof" script wise. I'd give it a 6/10, enjoyable but not memorable.
Anyway, here is my take on each point (sorry if you don't deem them to be satisfactory):
A) why would West Virginia be portrayed as full of borderline retarded rednecks? Pretty much anywhere you looked? Across all proffesions and social status it seemed. WHY?
Honestly, I got no idea. Maybe that's the perception the writer has of the people living in that area. Haven't searched much but here is some very limited info on the writer: www.imdb.com/name/nm8362793/bio?ref_=nm_ov_bio_sm
B) why was the money left behind the dumpster? To get the FBI to drop investigation? To help insurance freud? Or was it a mistake?
My guess is it was to have the FBI drop it more easily, combined with their abilis.
C) what happened with the "IT wiz" and his helper at the end? Were they tricked or…?
Not sure.
D) how could they possibly know the Jail Warder would hold off calling the firemen till EXACTLY the moment they needed to hitch a ride back?
Don't have that one, sorry.
E) do you realize how many people they would have had to cooperate with/bribe/swear into secrecy to pull this off? It showed SO MANY people cooperating. didn't look credible that it wouldn't leak or at least get discovered by the FBI post-fact.

F) Why was the sister involved, what was the "big significant reveal" at the end? (with the gate and all - what did she do there and why?)
She was the one providing alibi and keeping them up with what was going on? Sorry, best I can think of.
G) what did the cockroaches do? Just get the access inside? ok, then why paint them or whatever she was doing with them?
Yes and to make sure they don't see them at first?
H) why would the nascar driver lie about not seeing them? Just to get back at Seth McFarlane? Even if so - I mean how could they rely on it- again PURE luck it seems. Was the whole movie supposed to say "look they just had a lot of luck - even retards can pull off a heist with enough luck"?
Yup, to get back at him and yes, luck on top of being bold and daring.
I) were there no cameras ANYWHERE in the tunnel so the owners or the FBI couldn't actually watch the entire group of people walking in, out, around etc?
Now you got something that really doesn't make any sense. Any building or complex like that has cameras everywhere.
J) the end - was the Hillary Sawnks FBI agent there "to stay" to investigate or did she mean she was into Adam Driver and dropped the investigation?
My guess is she dropped the case but still wanted to get a feeling of how those person lived and acted as a whole bunch.
