I think we all do that without even realising it. The Oscars of all places do it, "Best Picture" = the most poignant, achieved work. Why not "Favourite Picture" = a big budget action movie.
Ben Stiller is one of my favourite actors, I find him fun to watch but he's not renowned for his acting ability, my best actor would probably be Jack Nance or John Hurt. These guys are on a higher tier than comedy actors, but at the end of the day they are all my favourite actors, just for different reasons.
