I've seen people make statements like this one before. What does "all but confirm" something mean? Either something is confirmed or it isn't.

It means they have not outright confirmed it, but they keep dropping hints that it's true. The whole connection stuff, they're supposed to bring balance to the Force, apparently they're both leaving their teachers, and the fact it's Disney: There has to be a cheesy romance designed to make people like me nauseous. It is known.
