I like using Tito's simply because it's cheaper but still a good option. When you're mixing vodka with such dominant flavors as lime juice and ginger beer, I defy you to distinguish what type of vodka is in the drink. If you're drinking it straight, sure, but with those ingredients, it shouldn't matter too much - the types of ginger beer you use will affect the flavor more than anything else. Obviously, you don't want to drink swill but Tito's a perfect option.
As for your garnish, you can go with mint (my personal garnish of choice for this drink) but you can go with basil or cucumber too. Anything that gives it that extra burst of freshness will work.
