This isn't really true. There are plenty of verses that allude to it since there are specific reasons that one masturbates and those reasons are tied to a few sins.

Very few people are masturbating for clinical purposes.

Well the quack doctors who popularized circumcision in the west certainly agree with you. But just what bible passages allude to masturbation being a sin?
