Definitely Hitchcock would have been afforded more leeway. It seems obvious that Powell was influenced by Hitchcocks voyeur theme and some scenes seem very Hitchcockian. We also have to remember PT was 1960 and Frenzy was 1972. You are right though that while PT hurt Powell's career in a major way, Frenzy was a critical and financial success and it was also probably Hitch's last great movie. ... yeah, there was a big difference there. By 1972, the old taboos were either gone or in the process of being annihilated in film after film. Peeping Tom is a very daring film that certainly challenges the viewer. You make a great point I'd completely overlooked - the dates. By 1972, cinema was far more casual in regard to sex and violence than in 1960.
