He literally runs into my office, stands at attention like a soldier, and even does a little 'heel click' before he starts barking orders at me. I tell him to shut up, or 'stop', and he only raises his voice louder to drown me out. I raise my voice; he raises his.
I figure he doesn't see me as the 'leader'.
What should I do?
I have a rolled up newspaper that I only end up hitting myself with to 'scare' him, but he's not scared.

He gets everything he needs--food, water, a bed, toys, other dogs to play with. When he's hungry or wants a snack, or to go for a ride in the truck, he starts barking at me.

He also barks a lot. He hears the same noises, the same neighbors, the same people walking past day after day and still barks at them. My other dogs don't.
Btw, I located his owner last year when I placed a Craiglist ad. She answered the ad with his photo. I emailed her back that that was him, and she never came to pick him up.

Btw, I located his owner last year when I placed a Craiglist ad. She answered the ad with his photo. I emailed her back that that was him, and she never came to pick him up.My dog is overweight. The vet put her on a diet food and it's working. I'm bad about not walking her.

Your dog is bored. Try and not only exercise his body, but also his mind. If i'm not misstaken you have a jack russel right? That is a hunting dog, so try and mimic those kind of activities by things like blood trails (don't know the correct term) or teach him to locate edible mushrooms on your walk.

Ignore him completely when he does it... don't even look at him until he gets bored and stops.

He needs attention, positive reinforcement. He doesn't need to be scared or punished. Having a rescue is like having a child. You cannot simply do things only on your schedule or when you feel like it. They need to be treated differently. They need more attention, and discipline (which is not the same as punishment). Structure. If he's overweight you need to change his diet and exercise him more, take him for walks and play ball (not just when you feel like it).
It's totally unfair to compare him to any other dogs. He's his own dog with his own needs and personality, including his own baggage. You need to step up your game.

@merrida100, believe me, he isn't scared nor do I punish him.
He has to learn that I do thinks according to MY schedule, not HIS. If I do what he wants every time he wants it, where would it stop? He'll start getting bossier and bossier.

Rescues require a different tact, IF you want to make it work. You need to start right out of the gate, and if you didn't establish this up front, you're in a rough spot because he's learned habits already. You can't punish him for habits he picked up. You probably need to start all over.
What I'm getting at is that it's just as unfair for you to compare your new pup with any of your other pups, just like if a mother compares her children to each other, wondering why one can't be more like another. It's dangerous and unfair ground.
What specifically is he doing? What are you doing about it? How long has it been happening? How/when do you respond?
I have a lot of experience in this area....

He gets bossy and demanding when he wants to be fed and or go for a ride because he wants it 'now' and doesn't want to wait. I gather from the email I received from his owner and the picture she sent me that he was an only dog and perhaps spoiled.
When he knows he has to wait until I feed him, he'll angrily grab his stuffed toy and take it to his bed to suckle on it.
Other than that, he's a good boy.

Pent up energy. Dogs act up when they're mentally and/or physically bored. I'd say take him for more walks and wear him out.

I could never part with a pet She seemed to have cared for him because her email sounded desperate, with "please let it be our Rocco" with his photo. It will always be a mystery why she didn't come after him.
