Most of these are classics or cult classics. Some of them you will say "no way they are rated under 7.0 on imdb," but they are at the time I write this.
Yes, FOR YOUR EYES ONLY, OCTOPUSSY, YOU ONLY LIVE TWICE, three of the undeniably classic Bond movies are under 7.0.
Yes, I couldn't believe that the under 7.0 club includes THE BRIDGES AT TOKO RI, MOTHRA, FIRST SPACHESTHIP ON VENUS, SILENT RUNNING, ROBINSON CRUSOE ON MARS, THE BLACK CASTLE, JUNGLE FIGHTERS, THEN THERE WERE THREE, GOD'S LITTLE ACRE, FLESH+BLOOD, the list goes on.
Yes, people hate comedy and hate laughing enough to keep these under 7.0: ROOM SERVICE, AT THE CIRCUS, THE SMILING GHOST. Unbelievable that the two most laugh out loud films are under 7.0, while some of their duller efforts like Duck Soup are higher. Too many rivals are jealous of their great stuff, and try to keep them out of view, obviously.
Even two of Hitchcock's super classics (about 6 qualify for that status) are under 7.0. What gives there?
Some I didn't have room for include Firecreek, Dreamscape, The Indian Fighter, Savage Pampas, Joe Kidd, Blindfold, Kitten With a Whip, Barbary Coast, Day the World Ended, Lost 2004, and Journey to Shiloh.
It will be hard to narrow down to 12, for anyone. There are just too many bubble boys rating movies on imdb who hate inspiration, imagination, innovation, and entertainment.

The Bridges at Toko Ri is a fine movie.
Not a Bond fan but You Only Live Twice is my favorite.

From your choices, the Bond films, the Marx Bros films, Secret Agent, JPIII, and Maximum Overdrive. Some of the others I haven't seen, and some I don't remember well enough.

I could only pick 5 that I would have rated higher. Those particular Bond titles are all entertaining but are, generally speaking, the least of the series. A rating in the high 6s seems right to me. As someone else mentioned, some are cult classics that the general public might rate low. Two of my picks fall into that category.
This Is Not A Test (1962) 5.5 Tarantula (1955) 6.5
I also chose one of the Marx Brothers films. “Room Service” is an experiment that differed from their usual comedy style and doesn’t really work in spite of some good moments. I picked the other, which is a delight, but misses a 7 rating by just a tenth of a percentage point.
At The Circus (1939) 6.9
The last two are the Hitchcock talkie and what is probably John Wayne’s best late career film – an unusual combo of heist film and western where everything clicks.
Secret Agent (1936) 6.6 The War Wagon (1967) 6.8
An interesting topic for a poll thread. I would welcome future versions with new titles.
