Shakespeare in Love for me

I can understand why Gump won, though I prefer Shawshank and that would have been the more worthy choice.
Ryan did win director for Spielberg and again, I can see why Shakespeare won, though it is not a revered film now like Ryan.
I like Goodfellas and it has an excellent script and this should have won Scorsese his first Oscar. I don't find it in the same league though as Wolves as a film. Goodfellas has more of a fanboy following for Scorsese fans.
97' was a weak year for film and I can understand why Titanic won. Had there been stronger competition, it may not have been so lucky.
I go with Gump over Shawshank.

Of those I'd pick Shakespeare in Love.

Why wasn't Ordinary People beating Raging Bull included in the poll? What about Kramer vs. Kramer beating Apocalypse Now?

That's a tough one, but I'm going with Dancing with Wolves winning over Goodfellas.

Why wasn't Ordinary People beating Raging Bull included in the poll? What about Kramer vs. Kramer beating Apocalypse Now? I am one of those that feels that Ordinary People was fully deserving of it's best picture award. Most of those Raging Bull fans wouldn't have even seen it and of the 5 nominees that year, it was my least favorite.
Apocalypse Now was an amazing, cinematic technical feat and perhaps deserved to win Coppola the best director Oscar, but I much prefer The Deer Hunter and Platoon as a Vietnam themed film. KvK was worthy as far as I'm concerned and connected with a larger audience and still had a relevant theme today. There was one un-nominated film from 79' that I feel was even more deserving and that is Being There with Peter Sellers.
It is all subjective anyway and what one relates too.

ALL 3 OF THE 1994 selections are great movies imo, so even though I prefer Pulp Fiction I am fine with Forrest Gump's win.
I actually prefer Titanic slightly over L.A. Confidential.
It's between the other two and it is extremely close. I like Goodfellas more than Saving Private Ryan but I like Shakespeare in Love less than Dances with Wolves.
Eh, I'll go with Shakespeare in Love winning over Saving Private Ryan as the worst of the options.

CHARIOTS OF FIRE over REDS and RAIDERS OF THE LOST ARK in 1981. Yup, this is worse than any of the ones the OP mentioned. Chariots of Fire is an unintersting bore.

For a recent year, how about Argo over Django Unchained?
... although I doubt that Django Unchained constituted the runner up in the balloting.

Shakespeare in Love beating Saving Private Ryan is still incomprehensible.
