If these two movies were the start of a DC cinematic universe then JL would've been the biggest movie of all time.
Big mistake not to use Bale.

That might be true but it's my understanding that Bale and Nolan didn't want to be tied up with a shared universe or a larger DC franchise. Ironic given Nolan later producing Man of Steel but whatever.

TDK trilogy could've still been its own thing just like how movies like Winter Soldier can stand alone perfectly with a completely seperate tone from the team up ones. Of course, nobody really knew how that could work until Marvel did it so I do understand their reservations. Imagine if The Dark Knight had a forced cameo from Aquaman.... It would've ruined the tone they were going for.
