It's simple.
Streamline. Focus.
Now that Snyder is out as the leading influence, get two individuals to produce the movies. Two NEW people who haven't already worked on DCEU movies so we can get new fresh perspectives. And give each one half of the DC Universe to spearhead: Producer #1 gets all the Gotham characters: Batman, Harley, Joker, Nightwing, Batgirl, Suicide Squad. All these movies share a locale and a darker grittier tone. Do only two movies at a time with tight production design. Have some crossover between them so they feel like they're in the same city. Make these moves harder, skewing towards an R rating but not quite. Get Ben Affleck, or whoever they cast, to commit already, once and for all, and have Batman at least cameo in all of them. If its a money issue jus fucking pay him.
I suggest Batman and Harley Quinn movies first, no origin stories needed.
Producer #2 gets all the Justice League characters: Justice League, Wonder Woman, Superman, Flash, Aquaman, Green Lantern(corps?). Do only two movies at a time with tight production design. Have some crossover between them so they feel like they have the same sense of aspirational heroism and are on the same team (JL). Make these movies PG13. And have cameos from each of the characters in one anothers movies. And make sure whenever Superman shows up he's depicted as a hero that people look up to. And don't EVER let another production dictate your facial hair issues if your movie needs re-shoots and came first! (I mean WTF!?!)
I suggest Man of Steel 2 (or just Superman) and Green Lantern(corps?) movies first.
In both camps supporting characters show up in a movie before they get their own movie: For example - Don't introduce Nightwing before showing that he was Robin with Batman. Don't give Batgirl a solo movie before you've given Batman a solo movie. Don't jump to a Teen Titans movie unless you've laid out the back story that Robin was Batmans sidekick first. Introduce Supergirl in a Superman sequel first, Introduce Hal Jordan before Jon Stewart or Guy Gardner; set things up first; Etc.
With this plan they'd have four confirmed movies coming soon, that are tightly controlled with a clear vision, with defined goals and budget, with characters that can regain the audience attention. And if one producers movies fail they still have the other producers movies to work with; the whole DCEU doesn't have to go down in flames.
It'd be like having two Kevin Feiges each handling smaller universes.

It's not terrible but the question is WHO these producers would be. It almost doesn't even matter. So long as they have experience producing successful movies, anyone other than anyone that has already worked on these movies. New blood, new ideas.
Who are the producers who've done the Mission Impossible movies? Get them! Who produced that last Jumanji movie? Get them!

How does one implement "caring"? Caring is not a plan. They need something concrete at this point, because right now it seems like they're taking their cues from a monkey throwing random darts. As a matter of fact a monkey throwing darts might do better.
Can you imagine what a sorry state this will all be in if Aquaman fails?! Because I gotta tell ya, I have no faith in Shazam! None! Did you see that costume? And no offense, but Zachary Levi? Really? He was the best they could get?
At this point Aquaman and then Wonder Woman 2 both NEED to succeed! NEED TO! In order to keep this all afloat. They're hemming and hawing on The Batman, they cant get a Flash(point?) movie made, they have no idea which Gotham movie to go with next, theres nothing on Cyborg, Green Lantern or JLDark. WTF?

Fair point. "Caring" is not a plan. It's just the attitude I wish to see from WB/DCEU. All I see is them creating these movies by the numbers, without really paying attention to the characters. Wonder Woman was the lone exception to that, and I'm hoping Aquaman too. I'm excited for Aquaman because it's something that's completely different from any other superhero movie we've had... at least I hope so. Also, I'm glad to have finally found someone who hates that Shazam costume. I made a comment on how dated that costume looked, like the old Flash TV show. Everyone else slammed me for making that comment.

If you look it up there are more pics released with Zachary Levi in the Shazam costume (with Tom Strong as Dr. Sivana) and it still doesn't do anything to inspire hope, to me anyway. The whole thing look vaguely... silly; maybe a little TOO light. I hope I'm wrong because I want Shazam to work, but I dunno yet.
As for Aquaman, I'm with you. I think an underwater action movie could be cool with Atlantis and a tough version of Aquaman. I'm much more hopeful for that one.

I feel like it's more or less gotten better with every film so they're slowly finding their way. Wonder Woman and Justice League were the best entries so far and I'm really looking forward to more of what's to come. Especially a solo Batman film because this version of Batman, in my opinion, is the best thing they've done.

It's the goal they want to achieve in the end. At the risk of coming across as a smart aleck, using the same words to define themselves isn’t really the best way of clearing something up. Anyway, I wasn’t asking for a literal definition of the term. I meant what would an end goal be in relation to a shared movie franchise? What is the MCU’s end goal, for example?

They just need to put Batman and all his supporting characters on an indefinite vacation. Honestly, now that cinematic universes are a thing, I've never been more excited for a Batman Family series. Same here. I wouldn’t be opposed to putting the Bat Family on an indefinite vacation in the movies except you need to have had all of Batman’s supporting characters on screen before they can have an indefinite vacation and outside of Dick Grayson as Robin who has not been Robin in the comic books for decades we haven’t had any of the biggest characters in the Bat- Universe on screen and it is beyond a joke that we haven't 'cause the fact is without the Bat Family there would be no DC period. The Bat Family are DC's X Men as one journalist recently put it and keeping them off screen this long has been a stupid move. When we have had Batgirl, Nightwing, Birds of Prey, Teen Titans, Batwoman, Red Hood and The Outlaws, Catwoman (a proper Catwoman movie), Deathstroke and The Signal movies and Batman movies with the Spoiler, Orphan, Red Robin, Bluebird, Azrael, Batwing The Spectre etc – all of which have had their own series in DC for over the past decade or heavily appeared in Batman as popular characters then and only then they can put them on an indefinite vacation. Right now ‘Detective Comics Rebirth’ has been one of the biggest sellers in DC Rebirth which has featured Batman with the Spoiler, Orphan, Red Robin, Batwoman, Bluebird, Azrael, Black Lightning, Batwing etc.
The problem with the DCEU is it is out of touch with DC Rebirth and longtime DC fans who have been buying the comic books for decades based on the sales of characters. While they are making some imrpovements with movies of Batgirl, Nightwing and Birds Of Prey which have all been part of the New 52 and Rebirth the DCEU should mirror Rebirth with the Bat Universe coming first. 'The Batman' movie should be a direct adaption of 'Detective Comics Rebirth' with the Spoiler, Orphan, Red Robin, Batwoman, Bluebird, Azrael and Clayface all being part of the team.

With where they started you can actually tell backstory in exposition/flashbacks. I'd rather get Grayson's Robin story in a Titans movie. Then you go off and give him a Nightwing movie. You don't need much for some of them. You already have a Batman and a Wonder Woman running around. Any 1st Titans movie would either be mainly about Raven or Starfire and where they come from. Beast Boy doesn't need much except a few lines. For a Batgirl solo movie you do the same thing about giving backstory in flashbacks. For a lot of the "sidekick"/ "spin-off" characters I'd cheat. Sure you can introduce her in a Superman movie, but I'd make the movie more about Supergirl. And not even call it "Superman". Probably go ironic and call it Last Son of Krypton. Other things like making a Green Lantern with Stewart and/or Gardner would be okay if you Ant-man it by saying that Hal Jordan was there already (like people saying Cruise should play an older Jordan with younger Stewart and/or Gardner and/or Rayner).

End goal could be a story that all the movies are loosely leading up to. The MCU has the Avengers movies as their end goal.

I would like to see him as a villain first too but at the slow pace Hollywood is moving with their villains and their overuse of villains like the Joker and Lex Luthor I think the only way we will see him in a movie in the next 20 years is if they have him as a hero first 'cause we need to have another 20 movies with the Joker and Lex Luthor before we can have any other villains.
