How is it that when the movies pick evilest people in town?

How is it that when movies pick the evilest, most vile, monstrous people in a city or town, they never have the most evil among them all, the person who takes your photo for your driver's license? How is that possible that this demonic being is never picked for their "hateful" or "evil" bunch?
