for me in terms of most consistent director, this person comes to mind...
Jason Reitman is among the best for me personally as nearly all of his movies so far are a 7.5-8/10 or higher (i.e. within my Top 105 movies minimum)
but I see someone mentioned Sergio Leone and I got to say he's pretty consistent but even he's had a couple of slips. he's almost somewhat unique for me in a way when I think about it as his movies are usually top notch or crap without much in between.
but as far as Kubrick... I think he's quite overrated as his movies are generally more on the weaker side of things. definitely no where near as good as they are made out to be by some people. in fact, for me... his movies range anywhere from average or lower out of the 8 movies of his I have seen. I plan on seeing The Shining (1980) in the not too distant future though which will make for 9 movies.

Hard to argue on technical level, but I personally only enjoy his two Terminator films.
