I once watched a 1990's soft core pornographic film set in a massage parlor in Singapore (where I am not president). It was truly excellent.

Are you including Asian productions, or only American or European movies set in Asia? Because if Japanese, Korean, Chinese, Hong Kong and Indian movies are included, then the number of great movies is just overwhelmingly big (my vote would be for In the Mood for Love).
If we are talking about foreign productions taking place in Asia, I guess I would go with "Te Bridge on the River Kwai".
