No, now that I think of it. Which seems weird cuz that's supposed to be a thing.

Someone I used to work with watched me leave the office and walk up the street, and said to someone "there he goes, looking like a third world refugee."

I doubt it as I generally dress well enough. nothing too fancy but nothing that would make me come across as trash for sure as I doubt I come across as trash to people straight up regardless of what I wear. but since I do dress generally more respectably that will help.
like some people are just trashy straight up and changing their clothes won't help them much.

No.
The closest I can think of is somebody once mentioning in passing that I wear T Shirts all the time. But he wasn't complaining about it, he just called me something like "The guy who always wears T Shirts". And that was like 25 years ago.
In general I can't imagine anybody caring enough about what I wear to comment on it.

It wouldn't surprise me at all if that's happened. However, as I don't give a fuck, it's not a problem.

Tons of times, sure. I dress fairly oddly/pretty goofy often enough. If you know me at all you know I don't respect conventions "for the sake of conventions," and that includes clothing conventions. So I like to buck those conventions a bit, to push the envelope a bit. I like to dress contrary to norms in given contexts. But part of it is also just aesthetic for me. I like colors, patterns, as well as some particular eras and styles of clothing, such as Victorian era clothing.
Sometimes I just dress practically, of course. If I'm hiking or on my motorcycle, for example, I'll dress practically and for safety as well as for any other consideration.
But I dress unusually enough often enough that yes, I've definitely been criticized for what I'm wearing. I've also started some trends in some milieus.

my ex actually did very passively. The last guy I was involved with did it outright. He thought I dressed too hippy. Oh well. My response was if he wanted me to dress a certain way he could buy me the clothes he wanted me to wear.
