It's tough, for 1939 was Hollywood's greatest year. But I'd have to go with the actual winner, GWTW.

I have been making best-of lists for years and 1939 is the only one with a tie. Gone With the Wind/Wizard of Oz. Impossible to rank one above the other.

So the exhausted critics broke the deadlock and chose WUTHERING HEIGHTS instead.

English - The Wizard of Oz (10/10) Non-English - The Rules of the Game (La règle du jeu) (9/10)
English movies were better this year imo.
The Wizard of Oz cannot be made again. It is immortal. It's greatness is unmatched. As big a fan I am of Jimmy Stewart, I can see another great movie like Mr.Smith being made again but I cannot see The Wizard of Oz or any thing similar to it made again in any language. Never ever.
