Improve a movie: The Fugitive (1993)

After recently rewatching it. It makes no sense that they believe Richard shot the cop on the subway. They had the one armed guy right next to him handcuffed. I also feel like someone else on the train would have been nosy enough to peek in and vouche for the fact that one armed man shoots the cop even if there isn’t enough evidence already. I just had a hard time swallowing that pill.
