I was curious how this film seemingly managed to get lost in the public domain? It seems very curious that a Preminger film could end up like that. I was looking for a good copy to purchase but it seems there isn't a definitive release and I even read one comment that the old Warner Bros. VHS release is superior to anything released in the USA since. Anyone knowledgeable about how this happened? I wonder how long I'll have to wait for a definitive DVD or bluray release?

It has happened in a few cases that everyone thinks someone has the rights and that someone will re-new it. Back then, unlike now, those who owned the rights didn't get a notification to re-new their copyrights, or couldn't pay the fee.
