As of right now, the situation surrounding Darkseid is a loose end that still hasn’t been tied up. JL2 was most likely going to feature him as the bad guy, but that movie doesn’t seem likely to happen anytime soon. I know that there’s supposed to be a New God’s film in development, but even assuming that film gets made, it seems like the only one in the near future that will even remotely address Darkseid.
Should they they just forget about the Darkseid plot line altogether at this point?

We'll never really know since work on Justice League 2 didn't progress any further after Zack Synder was dismissed. My only theory is that Darkseid decimated the Earth akin to the "Knightmare" sequence in Batman v Superman in which Flash had to travel back to time to warn Bruce about it.

Using the same actors is the same as using the same artist on a comic, but rebooting the series. Aquaman and Wonder Woman are their own thing anyway (except for a mention of Steve in Justice League and a photo).

I think they're doing away with the grimdark approach but keeping the prior events intact for the sake of continuity.
As for the OP, they should definitely make New Gods first. Aside from being a cool premise with a potential to be a grand operatic spectacle, that way people know what his deal is and actually give a shit about what happens in Justice League 2 (or 3, it can wait so long they make it work). For Man of Steel 2 or Supergirl or GLC, there should be hints of the conflict at large.
Make it a universal point of concern that drives the motivations of different characters and organizations leading up to his reappearance in a Justice League story. Say for example, let's say Brainiac is motivated by self preservation and is augmenting himself to even survive an encounter with Darkseid. Or the Green Lantern Corps need more recruits (hence the multiple lanterns rumored in the movie) to deal with the oncoming war.
It's too bad that they apparently are ditching the Legion of Doom since that can be combined with Intergang into an Apokolips sleeper cell or something to bridge BVS, JL, and whatever the hell is happening next.

I think they should realise Marvel beat them to the punch with Thanos, and just stick to having Lex, Joker and Zod in every movie they make.

Justice League 4: Darkseid
(I had a 5th JL film but some people would be upset with that.)
See what I did there? They can still use Darkseid as the background villain basically. I think Hamada spread the idea that LoD won’t happen so people can focus on the solo films knowing JL 2 won’t happen anytime soon.

Though I might just combine the crime syndicate with Darkseid. The reason I wouldn’t do that is so JL 3 can have a Tower of Babel storyline to it. It would go right into my original 4th JL which would’ve had Superman as the villain and the Female Furies. Then Darkseid for the 5th.
