Yeah, but I am sure I am not the only one who feels that way.
While Saul is solid I think overall characters and the way things play out is more exciting in Breaking Bad. but BCS still wipes the floor with the vast majority of shows I am sure as typical TV, especially that crap they play on the major networks(i.e. ABC/CBS/NBC/FOX and the like), is a dime-a-dozen (i.e. average-ish AT BEST) as I would likely get bored quickly watching most of that stuff of that crap which is usually comedy variations which is why I just straight up avoid those channels in general as once you get used to quality TV drama stuff, that stuff just sucks in comparison. when I do watch those major networks it tends to be more of the reality TV that's good disposable entertainment kind. but when I want a quality show that lasts, lasts as in something ill want to re-watch here and there as the years pass, that really limits the field as, without counting there is probably less than ten TV shows ill re-watch once in a while. but I am sure there is more as I have not burned up watching nearly all of the quality TV shows like I have when it comes to movies, especially from the past.
when it comes to Breaking Bad... I basically see the first two seasons as the build up and then the fun really begins in Season 3, especially later into that season, on forward.
but when I think peak tension/suspense... the last episode of Season 3 (i.e. S03E13, Full Measure) is king in my book. but what sucked about that is when I first seen it, which is when it aired in June 2010, I had to wait a full year and a month (i.e. til July 2011) before Season 4 resumed. it sucked. hell, I even remember being a bit tired before I started watching that episode and by the end of it I was wide awake craving more.
it's pretty rare ill get that edge of the seat/accelerated heart rate feeling from movies/TV shows but that managed to pull it off and the whole episode has this solid tension feeling on top of it.
but with that said... there are plenty of other quality episodes I am sure but that's the main one that comes to mind for me given what I said above makes it really stand out for me.
but with that said... the episode you mentioned (i.e. Ozymandias) is one of the very best episodes straight up to. Breaking Bad is pure gold in a sea of crap TV shows, and even among the quality shows, it still stands above damn near everything else.
p.s. hell, I can't believe it's already been 7-8 years since that's (last episode of Season 3 til beginning of Season 4) happened. time flies. also, ill add... I first started watching Breaking Bad as it aired at the beginning of Season 3 as I ended up deciding to give Breaking Bad a shot prior to that and it was solid show that had me wanting more but it never hit greatness til Season 3 on forward. but anyways... you can tell by the time Season 4 aired that the show became TOO popular in that all of the kids overtook the Breaking Bad forums on IMDb which ruined them as there was a lot of kids/goof off posters in there which you generally did not have back in Season 3 (and I am assuming before that to).

I think a lot of it boils down to whether you get into that type of show or not. I tend to think Crime/Drama variations wipe the floor with the Game of Thrones type of genre.
p.s. but I know Game of Thrones is unquestionably a very popular show as years ago I remember reading a article saying it overtook The Sopranos as the most watched show on HBO. but then again to The Sopranos credit... I think I remember reading a article not all that long ago saying that The Sopranos still see's quite a few viewers on Netflix etc which they said is a bit surprising considering the show is nearly 20 years old. so it just goes to show it's longevity as, maybe Game of Thrones will do the same in 20 years, but then again maybe not.
I think VV and BCS are on par. The producers haven't missed a step, but I like the story better.

Nothing on BCS comes close to Ozymandias (Well, except Chicanery. Both are on my all time favorite episode list).
