Kirk specifically says, "Two and a half years behind a desk may have made me a little stale . . ."
Meaning, Kirk has been an admiral for two and a half years after having been a starship captain, and as far as we know, Kirk didn't command another starship after the Enterprise not named Enterprise (unless you count the DC Comics set in between Star Trek III and Star Trek IV in which Kirk was captain of the USS Excelsior).
As for TMP being set two to three years after the original five-year mission and the ten-year gap between TMP and Khan, that was pretty much established and/or agreed upon by the mid-1980s.
That can easily be looked up online.
