...and they didn't have the classic Justice League lineup (Batman, Superman, Wonder Woman, Aquaman, Flash, Green Lantern. No Cyborg ) to launch a shared film universe, what remaining DC characters would you have chosen? For some reason, Skaathar's thread and what Hauntedknight87 mentioned about the X-Men got me thinking "what would they do if they decided to try the same thing? Who would they pick?"
I think mine would be as follows:
Green Arrow
Doctor Fate
The Atom (or Captain Atom)
Blue Beetle
Plastic Man (or Elongated Man)
Hawkman (or Hawkgirl)
Zatanna

I actually think they'd have been more successful if they focused on the villains, similar to the Assault on Arkham movie. Make a few solo movies for the main characters like Deadshot, Harley Quinn, Riddler, maybe Cap. Boomerang or include Deathstroke... then bring them all together in a proper Suicide Squad movie which would be their equivalent to the Avengers.
If not the villains then they could probably concentrate on the Teen Titans/Young Justice lineup. Blue Beetle, Robin, Zatanna, Aqualad, Starfire, Raven, etc.

When there's already a following thanks to the 2003 show and the abominable TTG! Don't they want to make money?

Teen Titans is one of their most successful properties. Probably one of (if not the) most recognizable DC team outside of Justice League to the general populace. Why they would choose not to capitalize on this is beyond me.

...they didn't have the classic Justice League lineup (Batman, Superman, Wonder Woman, Aquaman, Flash, Green Lantern. No Cyborg ) to launch a shared film universe... Green Arrow, Hawkman, Hawkwoman, Martian Manhunter, Zatanna, and Atom would be my team in that case. I would've also thrown in Black Canary but she's being used elsewhere.
Shit, I think they should STILL do this! I mean, why not? The other thing isn't working. This couldn't be any worse!

Sure, why not? Call it Justice League International or JSA or even include The Outsiders.

Well let's be Honest... That's exactly what happened with the CW Berlanti-verse. But assuming the Flash and Supergirl are off the table: Green Arrow, Static Shock, Blue Beetle, Zatanna, Martian Manhunter and The Question.

Probably go the Justice League Dark route. So in an alternate universe where the DCCU happened: 2008 - Constantine 2008 - Shade, the Changing Man 2010 - Constantine 2 (introduce Madame Xanadu) 2011 - Swamp Thing 2011 - Deadman 2012 - Justice League Dark 2013 - Constantine 3 2013 - Swamp Thing 2 2014 - Deadman 2 2014 - Suicide Squad 2015 - Justice League Dark 2 2015 - Plastic Man (Hawkman?) 2016 - Deadman 3 2016 - The Spectre 2017 - Suicide Squad 2 2017 - Ragman 2017 - Swamp Thing 3 2018 - Black Lightning 2018 - Justice League Dark 3 2018 - Plastic Man 2 (Hawkman and Hawkgirl?) 2019 - Zatanna 2019 - Justice League Dark 4 TV SERIES: 2012 - Doom Patrol (The CW) 2015 - Green Arrow (Netflix) 2015 - The Question (Netflix) 2016 - Black Canary (Netflix) 2017 - Katana (Netflix) 2017 - The Outsiders (Netflix) 2017 - Huntress (or Vigilante?) (Netflix)
Or maybe go another direction on Netflix with: Oracle Black Canary Lady Blackhawk Huntress Birds of Prey Then obviously in the future, The Atom, Blue Beetle, Doctor Fate, Firestorm, Booster Gold.. the usual.

J.L.DARK could be awesome too...
Constantine Dr. Fate Zatanna Deadman The Demon Madame Xanadu Swamp Thing
Some of those characters could stand to have their own movies! I'd go see a Demon movie.

Good lineup. It's a wonder that WB hadn't asked James Wan to helm that movie. WOW! I'd go see that! Yeah, I'm not sure who else is on their roster as far as horror directors go. Perhaps Mike Flanagan (Oculus, Before I Wake, Ouiji: Origin of Evil, Hush)?
