I saw it in Bowling for Columbine and I feel like I saw the movie but am having a hard time remembering or finding it online.

Anyway, the scene looks like it takes part in a parking garage and the lower leg of a man gets cut or shot off with some kind of ray or laser gun.
Any idea what movie that is?

It seems that it would be an iconic one since it is so unusual.
