Haven't seen all the films on that list, but Silence of the Lambs gets my vote.

Braveheart (1995) - 10/10 (within my Top 8 movies straight up)
that's pretty clear cut in terms of Winners as the only other Winner worth mentioning is... Forrest Gump (1994) (7/10). everything else is a 6/10 at best in terms of Winners.
