Wasn't the cops looking for Batman? Didn't Superman, instead of bringing him in, asked him to help look for his mommy?
There wasn't any warrant for Batman's arrest like there was for Bucky. It was just 1 rookie cop who didn't know Batman was helping the GCPD and the rookie cop got trigger-happy, but his partner made him stand down because his partner knew Batman was helping the GCPD. There's always a warrant out for Batman's arrest. Especially when he's burning his symbol into people.
Or maybe he told him to stand down because he was wildly shooting in an enclosed space that could have gotten everyone killed. You see if Batman was working with the cops he wouldn't be hiding in a corner. He'd be in the shadows, let them see him, then explained the situation like a normal Batman would do.

I wonder if Hawkeye would be classed as super human. Both Hawkeye and Black Widow. His accuracy is up there with Bullseye's. And she was changed physically in the program. She has a lower form of the super soldier serum like Bucky (but not as strong as his).

The GCPD probably didn't care because many of them believed those criminals deserved what they got. if Batman was working with the cops he wouldn't be hiding in a corner. Batman knew the rookie cop was probably trigger-happy. Batman didn't want to hurt the rookie cop so he tried to stay in a dark corner.

Half the avengers aren't super human.like DC fan said they have done questionable things Actually most Avengers are super human or are intergalactic, the very small number( definitely not half as you claim) of them who aren't possessive of super powers still display peak human capabilities very few can do and are in possession of scientific equipment which presents fantastic possibilities to stop acts of crime - because they use said scientific equipment with fantastic displays of power and strength when needed they do qualify as superheroes. The Avengers aren't superheroes.

Well pretty much everybody on the planet including their creators Stan Lee say otherwise, so...Meanwhile, I've never actually heard any writer or artist whose worked on The Punisher address him as a superhero.

They had it all over the news about him branding people. If it was no big deal then it wouldn't even make the news. Someone had to leak that out.
He knew the rookie cop was probably trigger happy? If Batman is working with the cops then the cops wouldn't be trigger happy when they see him. If Batman was working with the cops he'd say something when they entered the room explaining what went down. If Batman was working with the cops then he would have disarmed the cop when he started to shoot at him. He hid in the upper corner of the room in darkness. That's not "working with the cops" Batman.
