as well as Vulture? I mean, he’s waiting for Spidey at the back exit of the school . Do you think that Vulture simply told Shocker 2 that Spider-Man could be at the back of the school but didn’t mention the identity?
I’m guessing that Vulture didn’t mention the identity of SpiderMan to Shocker 2. Because someone told Scorpion that Vulture knows Spidey’s identity but not the name. It was probably Shocker 2 who told Scorpion, or it went through a third party.

I reckon Vulture wouldn’t want Spidey’s identity to be revealed publicly because it would hurt or even harm his daughter, so he may not have told Shocker 2. But in that case, Shocker 2 would at the least know that Spidey had a connection to that school.

Knowing that Spider-Man is a student at that school, it wouldn't be too hard to figure out Spider-Man's identity. Spider-Man was seen at the Washington Monument so most likely Spider-Man is 1 of the male students on the Academic Decathlon Team that traveled to Washington, D.C. at the same time Spider-Man was spotted at the Washington Monument. And it's clearly not Ned, who was also outside the school and saved Spider-Man's ass. So that narrows down the list of possible students who could be Spider-Man.

According to this, Vulture only told Shocker 2 to look for Spider-Man, not Peter. If a scene occurred of Vulture telling Shocker 2 to look for SpiderMan was depicted, I don’t remember it.
TBH I doubt Vulture new Peter’s surname at that stage. I don’t recall how he referred to him earlier. I think it was ‘Pete’ and/or ‘Peter’. I guess I answered my own question. Vulture probably said specified ‘SpiderMan’ to Shocker 2, not ‘Peter Parker’.

If she was told that the trip was for a Stark internship (which doesn't exist) and she signed thinking that it was for a Stark internship (which doesn't exist), then that negates any signed approval (since it was signed under fraudulent conditions) and Stark not only committed kidnapping of a minor but also fraud.
