But they have fallen apart by now (they lost their best players to the top clubs that is), and now it has become the playground of Paris. Did you read about the football leaks and how Infantino, or however this bald Fifa punk is called/spelled correctly, messed with the investigations against Paris and ManCity concerning the fair play rules... The current superiority of Paris is neither speaking for the French league, nor is it the result of hard work and smart decisions over decades.
