I'll bite. No, I don't think so. I'd go so far as to say I think he looks badass. Why do you think he looks stupid? He looks like Stewie Griffin got pepper sprayed on the way to the Dr Who convention.
Name a few villains who you think look dumber.

Since the dawn of comic book geekdom, there has been two types of people in this world. Black Manta fetishists and those who think the character needs to take a serious look at his life and fashion choices.
The costume is a bit too padded for me, but otherwise, it looks fine. I just wish that flexing gesture wasn't needed to activate the laser gag. Looks like old-man Manta got in a little too much Tae Bo with Billy Blanks after its heyday.

Can't believe I'm saying this but the original look they had in BvS fits Jason Momoa better. I'm normally all about original looks, but vs Jason just looks better in the first.

I wont deny that there's a silliness to the big ass head part of the costume. But when you know his story and know what he can do with that costume it turns out okay.
If you really think about it they all look kinda silly. I mean what's so scary about a skinny clown? And yet Joker is one of the most popular villains!

I'm glad that the movie version looks pretty much exactly like his comic counterpart. I had a strong feeling that they were gonna wimp out and make him more "practical looking" or whatever but they didn't. The large helmet does look kind of silly, I suppose, but it's fits his character and gives him a distinctive look. If they had made it smaller, then he would have resembled too many other movie characters and wouldn't stand out as much.
As for him being the stupidest looking villain, not at all. As others have already pointed out, the Goblin from Amazing Spider-Man 2 probably holds that title. He looked like the love child of Beavis and Billy Idol, crossed with one of those 90's troll dolls. I would also say that Galactus from Fantastic Four: Rise of the Silver Surfer and Parallax from Green Lantern are strong contenders. Oh, and The Rhino, also from Amazing Spider-Man 2.
