Would William Shatner have made a good TV Batman?

Neither would be as good in the other role.
I'll go as far as suggesting that there possibly would have been no Star Trek franchise without Shatner.

At first glance, you'd think they'd be fine switching off. But their respective demeanor were better suited to their iconic roles. It might be sufficient but not quite as memorable.

No. Kirk was supposed to be a (for the 1960s) Liberalized hero--he could fight, he could cry, etc. Shatner was ideal for that. Jeffrey Hunter wouldnt have worked and West wouldnt have worked.
Shatner would have been awful for Batman. His voice is all wrong. West was probably hired primarily because he had the perfect voice for a part that required being in the mask most of the time. Same for Robin. "That's right! Support your local police!"

I think West could have done a fine job as Kirk.

Maybe. I can certainly imagine Shatner playing 60s Batman anyhow.
