I'm guessing Nicholas Cage is going to get a lot of mentions Nic Cage is a great actor. The problem is he's been mailing it in for years now. I'll go Cuba Gooding, Jr.

I don't think he's a bad actor, I definitely think he's prone to overacting at times.

Ben Affleck is an Oscar winner but not for his acting. Meh, I find him less boring.

I think Cage has a potential massive cult hit in Mandy, that being said, a lot of his roles in the past 5 to 10 years have been "phoned in".
Cuba Gooding, Jr. is probably my pick, although he could definitely surprise me one day.

Worst actor, or worst acting performance?
The two that come to mind are the 2nd and 3rd winners, Warner Baxer in In Old Arizona and George Arliss for Disraeli. Baxter was campy as The Cisco Kid and Arliss was stodgy as the title character. But, it was the transition. Warner Baxter and George Arliss were stars in the silents trying to transition to a new media. Almost like asking a professional golfer to play Putt-Putt. And neither lasted long as stars in the talkies. Baxter continued to work, but in crappy b movies. Arliss plodded along in period pieces and was out by 1937.
Rumor I read before. The first Oscar vote was for an actor/actress entire body of work for the year, not one picture. The leading vote getter for Best Actor was, drum roll please, Rin Tin Tin. Rinty was immensely popular. But the Academy wanted to be taken seriously and thought that would fly out the window by giving an Oscar to a German Shepherd. So Emil Janning got it.

Rinty was immensely popular. But the Academy wanted to be taken seriously and thought that would fly out the window by giving an Oscar to a German Shepherd. So Emil Janning got it. The Rin-Tin-Tin story is an untrue urban legend. The problem with it is that in the First Year of Oscar, the winners were not selected by membership vote; the general membership could only fill out ballots for nominations. After the ballots were in and had been tabulated, the top 10 vote-getters in each category were passed to five boards of judges to whittle down to a short-list of three. The Final Three in Best Actor were Emil Jannings, Richard Barthelmess, and Charles Chaplin. Then, a Central Board Of Judges (one person from each Academy branch), met to discuss and come to a consensus on the winners. This panel of five picked Jannings as the first Best Actor – as well as the rest of the winners. So, if any smart-asses HAD nominated Rin-Tin-Tin for Best Actor, those ballots would have been thrown out or returned for correction two steps in the process before Emil Jannings was declared winner. Susan Orlean, author of “The Orchid Thief” which became the source for “Adaptation,” wrote a 2012 book called “Rin Tin Tin: The Life and the Legend” in which she presented the Oscar tale as a fact. After doing that, I wouldn’t believe a word she wrote.

I'm pretty sure the OP means worst actor that has won an Oscar, not worst performance to win an Oscar.

Worst winning performance by an actor, worst actor to win—which is all subjective—or do you mean least deserving actor to win an award based on the nominees and the other performances in the film itself?

Oscars aren't generally given out to bad actors.
