Both are highly forgettable which make sit a tough decision. I'll vote for X-Men (boy I don't say that very often). I voted this way because the X-Men fight is slightly less of a clobber fest monstrosity.

the fight in Apocalypse is truly epic and full of good ideas: they do not just fight him as a team with their combined skills playing from each other, no, they even fight on psychic level with Xavier and J Grey entering Apo's mind a la Nightmare on Elm Street ( a trick that was - less effectively - copied in Infinity War). Together with the Wolverine break-out scene and Magneto's family story one of the highlights.
JL fight, while solid, I mostly remember for Steppenwolf being eaten by his demons (great) and some stupid "size" jokes by Whedon. But would have to watch it again.

I can't choose either one, they were both terrible. The Apocalypse fight was corny from start to finish and the Steppenwolf fight was anti-climactic to say the least. Superman alone could clearly take Steppenwolf. He beats the shit out of him, then flies off to help civilians. Superman comes back and literally says, "Is this guy still bothering you?" He then proceeds to hand Steppenwolf his ass again, there's absolutely no tension in that scene.
Both are failures from top to bottom, it would be impossible to reward one by choosing it over the other. The dialog in the Apocalypse scene alone should've won it a Razzie.
