The Truman Show (7.5/10) (for original idea, good music and a solid JC performance)
The Matrix (6.5/10) (for being an action milestone).

The Matrix is one of the top 20 movies ever made. I love The Truman Show, but there is no contest here.

No mention of EDtv (1999)? That one seemed more like the cinematic doppelganger of 'Truman Show.' As for the OP's question: The Matrix. Yeah, EDtv (which is a remake of the Quebec movie "Louis 19 Le Roi des Ondes", by the way) is much more similar to The Truman Show. The Matrix, not so much.

The Matrix 55-45 for me.
The Truman Show is nice escapist fare, alas it has several overreaches for me. Namely when Truman reaches off island his first time, in his car, you're telling me there's 100s of extras pre-dressed as HAZMAT crew just waiting around 24/7 for such a gaffe in the tv show?? It works in the moment when you're flying through the experience sure. Upon re-watches though, it feels a bit rich. Kristoff is also a little too goofy for me. Juxtaposed with Carrey's brilliance in the boat, & his discovery moments at the dome wall, is Kristoff as greasy tv hack. Still, it looks great, Carrey is a lot of fun. I like the Marlon character a lot, he does the tv show's most heavy lifting. Weir made it entirely appealing to the eye, which actually would've looked good for tv if its premise were real.
The Matrix's flaw for me is simply its long drawn expositional arc. Re-watches are merely going to Matrix class 101 over & again. Its sequels were failures for me, & likely kept my re-watches for the first one low. I've considered The Matrix standalone for years now.

I enjoy both, but what I really hate about The Matrix is all of the stupid ideas it inspired. There are places on the internet and YouTube channels about people seriously trying to discuss details of how the real life matrix works, and how they are experiencing glitches in the matrix and their life is not real. Seriously, someone misplaces their keys, or forgets the words to a commercial jingle and they blame "the matrix" on changing the location of their keys, or changing a word in the commercial jingle. It's cringeworthy - these people look like overactive imagination nerds, drug users or people with actual mental illness.

I prefer practical effects compared to fake looking CGI and I find Matrix boring.

Both came around the same time (1998-1999) and deal with a fairly similar premise, albeit completely different approaches. Which do you like better? How many people do you think prefer The Truman Show to The Matrix? 1 in 20 maybe? If I've counted correctly, 11-7 in favor of Truman so far in this poll. The Matrix does have a higher IMDb rating though (8.7-8.1)

I like the "adult fairytale" feel of it and think it's very well written and directed, but I can see how it can come off as a bit smug and self-important. I saw it about three times within the first few years of it coming out. It's probably due for a rewatch. The Matrix would be a solid 7, a very clever, inventive modern sci-fi, but it didn't resonate as much with me.
