This is hard to answer because one can agree on whether or not certain aspects are the criteria for great filmmaking, and still not see them applied to any given favorite movie. So ultimately it comes down to opinion I suppose. But at least the opinion can be informed. So In My Informed Opinion...
What makes a movie great is that...
A) All its elements are at a high standard: Directing, acting, story/script/dialog, cinematography, editing, overall dramatic pacing. And, all of those stem from the director as he/she guides each department head to do their best and to achieve the same overall goal.
B) That all those elements are used not only to do good work, but to push the boundaries of the genre. To use film language itself in fresh and creative ways that make the viewer feel as if he/she is experiencing something new and original.
C) That the movie engages the viewer on both the technical and emotional level.
That being said, sometimes a movie is accepted as being a very good movie even though it hasn't done all of the above, or some of the above (and in some cases even NONE of the above LOL)! I call those phenomenon's. They're rare, but they do happen.
IMO, some instances of perfect movies are:
The Bridge on the River Kwai Lawrence of Arabia 2001 A Space Odyssey Godfathers 1 and 2 Jaws E.T. Raiders of the Lost Ark Raging Bull The Road Warrior (Mad Max 2) Blue Velvet The Remains of the Day Good Fellas Schindlers List Shawshank Redemption Pulp Fiction The Dark Knight Inception
IMO these fit the above delineated bill.

The Godfather is the perfect film. It is perfectly shot and acted and every line of dialogue and every scene means something. It is as close to a perfect film that has ever been made.

You can't really describe it but, basically, it comes back to some sort of feeling/emotional response a movie gives the viewer. like movies you enjoy pretty much as much as you can enjoy a movie I give a 10/10 and then it scales back from there. To list my 10/10's... -Gran Torino (2008) -Lord of War (2005) -Open Range (2003) -Road to Perdition (2002) (a masterpiece. a word I rarely use.) -Braveheart (1995) -Once Upon a Time in the West (1968) -The Good, the Bad and the Ugly (1966) -For a Few Dollars More (1965) p.s roughly 6 years ago or so I used to have roughly triple that amount of 10/10's but they have since fallen off which sucks but at the same time it makes me appreciate those 10/10's that remain all that much more

I can name several (subjectively) perfect movies, Warren! These are films so perfect I would not change any of them in the slightest way, even if some of them have director's cuts.

A perfect movie should be inspired and inspire, and do everything it should in its genre. It has to be uplifting, even when sad, with a degree of hope. It can't be overly depressing, so that takes out 90% of Hollywood formula movies right there.
And there has to be a flow, a natural movement. There are some 10/10 films that may not be perfect, and maybe they're more 9.9/10. A good example is BLAZING SADDLES, near perfect, but slowed down by the forced bits with Madeline Kahn. MONTY PYTHON AND THE HOLY GRAIL is perfect till a sloppy ending. THE LOST CONTINENT 1968 really doesn't justify the pathos for the boy king at the end. These all come extremely close, but the perfect film has to be a complete entity.
The top pick for most perfect film ever is SEVEN SAMURAI

The Sting No Country for Old Men Good choices, although while I'm not against the way the Anton/Moss situation pans out, the ending of No Country becomes a bit talky for my liking.
