I don't know why, but this last time watching "I Only Have Eyes for You," something really stood out with the scene where Snyder is talking to the police chief or some other city official about the situation at the school; where the city official says how Snyder was selected for his position because he was supposed to know how to handle these types of things; and Snyder flat out says how they're on a hell mouth. Before the city official mentions contacting the mayor, he mentions the city council - I believe saying that they were the ones who hired Snyder as principal, or something along those lines; and it got me thinking. Sunnydale being Sunnydale and the mayor being who he is, I suddenly find myself wanting to know the story of the city council of Sunnydale, CA. These guys must be some shady towns folk, who clearly know the score and odds are, are probable balls deep in the dark arts.
For no real canonical reason, I've always felt there must have been a real shift in power - politically and mystically - when the Mayor died; because he literally built the town and had governed it for a century. I've generally theorized that Wilkins was probably responsible for some sort of perception filter/spell that encompassed the town, that allowed for the vast majority of people living there to be oblivious to the horrors and threats that were so common, unless they were confronted with the truth to such a degree they could no longer ignore - case in point, the likes of Willow, Xander, Cordelia, Oz and Joyce eventually learning the truth after being blissfully unaware, many of them for decades prior. Once he was gone spell began to breakdown, initially allowing the likes of the Initiative to recognize its potential as a mystical hotspot, but also eventually leading to nearly the entire city recognizing what was happening around them and abandoning the city entirely.
But then there's this city council, who clearly must have been in the know, at least to some degree, as to the goings on; especially to be able to position someone into a role like a principal who would genuinely be competent for the full load of responsibilities he would have. And if Sunnydale's politics are anything like anywhere else, there were probably people serving on this council for decades, making it harder for Richard Wilkins to try and pass himself off as one of his own descendants; seeing as how he probably would have had some type of relationship with these people, that they would recognize who he really is.
Add in Sunnydale being the center of a mystical convergence and there are all kind of possibilities for who these people could have been.
