Since the movie borrows a lot from the New 52, they should’ve made it so that Vulko was actually the one responsible for the attacks on the surface, and at the meeting between Orm and Nereus. We all know that Willem Dafoe is great at playing villains, so having him turn out to be the one pulling all the strings would’ve been perfect.

Yeah, I (and likely everybody) thought too that he would pull a Palpatine here. The puppet master who plays all the fools against each other and in the end takes over.
Maybe that is for the future installments, in the end Vulko replaced a strong leader with a reluctant one he mentored and can easily influence. It's mentioned several times that Arthur is not the brightest jelly fish. Dafoe was great with the little he was given, he would be more than welcome as a villain.
Give WoDC the Palpatine it deserves!!!

Good point. I wasn’t expecting him to go into Goblin mode (imagine that..) but I liked him fine enough as the mentor who always stayed on Arthur’s side.

I kind of found it refreshing that he wasn’t playing a villain for once. I can only guess BM will return in part 2. Aside from King Shark, does Aquaman have any other noteworthy villains left?

This will come, in the more recent comics Aqua punches him for his betrayal. I think Vulko will play a bigger part, either as viceroy or as schemer.

That would be just too predictable, especially when you have Willem Dafoe. I don't know anything about Vulko in the comics and whether he is truly a villain, but I really like it when films take actors known for their villainous roles and have him be a good guy. I really liked Vulko and his relationship with Arthur and really want to see more of it.

^ that's actually a point. And in fact the film made some role-reversals and subverted cliches in this regard:
- The crab people and fish people were those opposed to war, whereas the humanoid people were the aggressive warmongering villains. Usually in fantasy the alien insect & fishheaded seafood are the scary bad guys.
- A black actor played the vengeful, brutal tech-criminal (Black Manta) opposing the white-ish heroes. In PC culture such role is mostly played by a white guy.
- Dafoe was somebody too everybody expected to be the big bad in the background. Nope, altruistic common good guy.
