.....will be better than the year just passed, which we are (almost) always glad to see going ?? Does it EVER work the other way around (in other words, that we're sorry to see a particular year ending, and NOT looking forward to the new one starting) ?? SAVE FERRIS

It has no basis in reality. It just exists to make us feel good.
You'd think we'd have learned our lesson from the outgoing year being as bad as the previous one we'd ALSO hoped would be better! We never learn.
Personally, I DONT think next year will be better.
It might, MIGHT, get better, marginally, in 2020 (if you gather my meaning...)

I don't expect 2019 to be terrible or wonderful for me personally. I expect it to be okay-pretty good like 2018.

I don’t really know, but that’s the thing, we can only hope. I always think about the next year being better than the last year. I have my doubts but I also have my trusts.
