They have the best villains of all the comic book heroes imo.
This is for fans of the comic books, the cartoons, the movies etc.
Batman
Joker Two-Face Riddler The Penquin Mr. Freeze Catwoman Bane
etc.
Spider-Man
Venom Green Goblin Kraven Lizard Mysterio Kingpin Dr. Octopus
etc.

Batman for sure. I never really cared much for Spider-Man's villains with the exception of Dr. Octopus.

I agree that both have the best rogue galleries. I guess I prefer Batman’s villains but it’s almost too close to call.

Batman all day. Spidey villains have cool powers, but they're generally pretty thin character wise.

Spider-Man, but just barely.
Superman also has a good set of rogues that doesn't get much credit.

IMO Batman edges the other out slightly. One word: Joker. Two words: Two Face. See what I did there? One more word: Bane.
Also I feel like Batmans villains are more specific to him and to Gotham. Spideys villains, though awesome, could also be other hero's villains in many cases. Its just one more thing that makes Batmans rogues gallery a tad better.
p.s. People always forget the true classic Rogues Gallery: Dick Tracy!

Visually speaking, Spider-man's bad guys were more dynamic.
Batman ones were mostly just guys with weird costumes themes.
The Sand Man could turn into sand! The Lizard was a human crocodile. Dr Octopus had mechanical arms. Electro could harness lightening. Mysterio could create illusions and neat props. The Spider-Slayer had Jameson's face on it (inspiration for the T-1000 maybe?) The Scorpion had a lethal tail. The Terrible Tinkerer could...could..croak at any time
But over all, they were ambitious villains.

Definitely Batman. Batman has a lot of great villains like Lady Shiva, Clayface, Killer Croc, Poison Ivy, Solomon Grundy, Mr Freeze, Man Bat, The Riddler, Hugo Strange, Hush, Bane, the Joker, Prometheus, Two Face, Nocturna but Spider-Man has some of the best villains in comic books too. Superman, Wonder Woman, Supergirl, Batgirl, Green Arrow, X Men, JSA and Teen Titans have also had a lot of awesome villains over the years.
