He certainly seems to be an editor or a newspaper official. I still don't understand how you identified the movie when you didn't recognize the actor. You say you're watching it now "but haven't gotten into the guts of it yet," so you haven't seen it before. I'm just curious how you identified a movie you hadn't seen from the picture of an actor you didn't recognize. BTW, Brainard is a police officer, not the editor, whose name is mentioned but you have to pay close attention or you'll miss it.

I found the movie in about 30 seconds, but I haven't heard the character's name yet, but I'm only a third of the way through it. A remark on the TV about a press-editor Nelson Kane, played by Robert Heller, but the guy in your photo sure doesn't look like a press editor, but I'll take a guess at Robert Heller. Personally I've never heard of the guy.
