Moonraker is the ultimate spoof of itself, but at least it knows it. Gotta go with Die Another Day. I don't think it had any idea how awful it was.

A lot of people disqualify NEVER SAY NEVER AGAIN as being so atrocious it isn't a Bond movie, but that would be my first pick.
If that's disqualified, the obvious winner (or loser) is another 1/10 atrocity that has everything horrible. The song is terrible, sounding like fingernails on a chalkboard. The title is the stupidest one ever. The plot goes nowhere, beginning with a look at genetic manipulation of horses and never following up on it, and it is another of the Hollywood neo-Nazi preaching movies over killing any brunette woman and enforcing the view that protecting and helping blond women ensures your success in life. It is depressing to guys, it is contrived in every detail, which would be alright if it wasn't more of the Hollywood hate, and it just provides zero entertainment value, zero wit, zero inspiration, zero strategy. It's a "zero" that is the role model for why we need a 0/10 rating on the scale.
I refer, of course, to the worst Bond movie ever, A VIEW TO A KILL. The song and score alone is enough reason to hate this crap.

Moonraker is the worst IMO. I own all four James Bond Ultimate Editions and the only thing I enjoyed about Moonraker (in the special features) was the blooper when a window washer appears on the outside of the space station, causing Roger Moore and Lois Childs to crack up.
A View to a Kill is the most forgettable IMO. It's a weak semi-remake of Goldfinger.

Diamonds Are Forever
Sean Connery looks bored, Charles Gray's performance is mediocre, the plot is garbage and the action scenes are horrible. What makes it even worse is that it manages to be very silly and very dreary at the same time.

I would have to go with A View To A Kill. It features a nearly 60-year old Roger Moore who should have stopped with Octopussy, Tanya Roberts as one of the most forgettable Bond girls ever, flat action sequences, badly dated 80's fashions and music, wastes Christopher Walken and just feels totally formulaic.
Never Say Never Again (yes, I know it's not part of the "Official" series, but I'm including it), Die Another Day and Quantum of Solace were also poor installments for me.
