Why do we observe Washington's Birthday today? Why don't we just have President's Day on his birthday on Friday?

Because we used to celebrate both Lincoln's birthday and Washington's birthday in February, then the holidays were combined for President's Day. A three-day weekend with Monday as the additional day off is usually the standard configuration. Washington wasn't really born on the 22th anyway, since he was born on February 11, 1731 on the Julian calendar. Just to be difficult, Britain and all its colonies switched to the Gregorian calendar in 1752, which moved Washington's "official" birthdate to February 22, 1732.
