Yes it is a free for all draw now.
On the handball I think its a disgraceful decision but the rules need changing. A 35 yard no hope shot/cross thats hit the arm of a defender turning his back on the very edge of the area results in a free shot at goal from the spot to win a CL tie? Nah, the punishment is way too much for the offence. Realistically if the guy didnt handball it, how often is that play going to end up in a clear goal scoring chance?

Had to say, and I loathe United, that on multiple views I thought it was a penalty. The problem is that British refereeing standards are so big and miss that it could have gone either way over here in a league game, but in a big tournament VAR will also least lead to more considered decisions. The long waits need to be sorted out (the ball going over the touchline for a throw one was ridiculous) but I actually think it a good thing but shouldn't be applied in the leagues.
