In the movie she said it worked if she was within a few galaxies. At the end of the movie she said she went half way across the Universe.
So maybe he did try to but she was too far away to receive it.

As Fury told The World Council when he was arguing against nuking Manhattan- as long as his team was on it's feet & containing the battle to a small area he wasn't going to agree to drop a nuke on civilians. How the hell does he know what she was in the middle of? What if she was in the middle of some big fight only to arrive as all the Chitauri are collapsing? She gets pissed, takes the pager back, then what if he really needed her for something?

That was really stupid. Only POTUS can make the decision whether or not to use nuclear weapons so why the fuck are the Council and Fury wasting time arguing over the use of nuclear weapons when neither of them had the authority to make the decision? Just another example of really awful and lazy writing in MCU movies.

Or for that matter what if Coulson was never able to get through Stark's security or Pepper Potts wasn't there to help convince him to do it? Or they sent some else outside Natasha who didn't handle Banner with such delicacy and Hulk just ran away--would we need to see those failed recruitment attempts? Maybe Fury called and she was halfway across the galaxy with a neutron star intervening blocking the signal?
Point being this wasn't an established team, it was something put together on the fly where there was no reason to think all would immediately drop what they were doing and go with SHIELD or even be available for contact. In fact it makes more sense that not every single attempt was immediately successful and just because it wasn't shown in the two hours they had to tell the story doesn't mean it didn't happen.
