I'm going to name a few things that Civil War accomplished that no other cbm has managed:
1. Handled that many superheroes and still allowed each one their moment to shine. Avengers did it as well but with less characters. AOU is close but some of the cast were completely relegated to the background (Thor anyone?).
2. First ever full-on royal rumble (that I recall) of super powered individuals where the fights transition from 1 on 1 fights to 2 on 1 to 2 on 2 to a whole team vs. 1. And they were very creative in showcasing how each hero was unique in their utilizing their powers.
3. First cbm where the main antagonist of the story is another superhero. Zemo is not really the main antagonist, he's more just the manipulator, but the main opposition against the protagonist doesn't come from him. You can argue that Watchmen did something similar, but Ironman at least is unquestionably a superhero whereas Ozymandias wasn't anything hero-like in their movie.
4. First cbm where you didn't know who's side you were on, since both opposing sides were equally right and equally wrong. When was the last time you watched a blockbuster cbm where good and bad weren't clearly black and white?

Awesome first round. Interesting middle grouping of four films, with a clear set of 3 tiers, but overall probably about what I think most would have expected. I really love how everything on the whole is so well done that every film is among somebody's favorite, which is great if you ask me!
Moving on to round 2 however, are the top 10 productions so far, in order of appearance, IM, TFA, AVG, TWS, GOTG, AOU, CW, DS, DD, & JJ. Should be fun.
