When I was a kid in the 1970s, I remember watching this episode on TV that might have been from one of those anthology kid shows like "After School Special" or "Weekend Special" or something like that. Anyway, in this program the story involved a teenage girl taking her little brother for a walk in the park. The girl is distracted for a minute (probably while buying ice cream) and the brother wanders off. Meanwhile, an elderly lady with dementia spots the boy and takes him by the hand, and walks away (probably mistaking the boy for her grandson?). The teenage girl notices that her brother is missing, then panics and frantically searches for him. When she finally spots her brother with the elderly lady, she freaks out and yells for the cops; when they arrive the girl yells "This old witch tried to kidnap my brother!" The old woman is then taken into custody. And that's all I remember, I forget what happens after that.
Can anybody tell me the title of this program?

The scene you mentioned starts at about 10 minutes in. Yeah, I remember watching this back in grade school. Looks like an educational film made for schools.
