As i am only familiar with their power levels in the movies i can only answer based on the 6 movies Thor have been in and that 1 movie Captain Marvel are in. And based on that it did seem like Captain Marvel is more powerful so i am going to say Captain Marvel but it would be a very close fight. Of course i am not familiar with their power level in the comics

I'd think that if Thor had the Storm Breaker and lobbed it at Captain Marvel in the same way then that would be the end of it.

What if it was without stormbreaker and just Thor at the end of Ragnarok? Possibly Captain Marvel as she can move faster and more freely in the air than Thor can. That's what it also implies by Feige's comments too. Might be something that we could find out when Endgame releases and if she fights Thanos. Thor's fight with Thanos was off screen but he didn't seem to fare too well. If Captain Marvel is able to put up a good fight against him then I'd wager her.

Captain Marvel can move at light speed.
That's a solid win except against enemies with supernatural prediction skills, which Thor doesn't seem to have. The only way he could win is with some Bifrost trickery that hasn't been established.

Does it lock on to people in the movie? Still it might not matter depending on how powerful she is.
He threw the Hammer and Kurse and he simply back handed it away. Hela crushed it too so who knows if it would even have any affect.
