He was such a whiny pansy and not just in TLJ. And I can see why they wrote him the way they did in TLJ, because it basically follows on his character progression from the preceding three movies:
In ANH ep.4, he's a helpless emo and a PITA to his Uncle Owen, a rugged farmer trying to make ends meet and burdened by Luke. He dreams of exploring the universe, seeing more, and becoming a pilot; but he has no idea how rough it really is out there, or how to navigate it so he needs Han's help. Luckily he has Obiwan to guide him along and convince Han to even take them. He even has the nerve to criticize Han's ship as a "piece of junk" (and it's the Millenium Falcon!). Meanwhile his sister is already smuggling death star secrets and plotting to overturn the Empire.
Then in TESB ep.5, he gets his face mauled, Han saves his life again, he crash lands on Yoda's planets and Yoda teases him and pretends he's not Yoda. Then he finally agrees to train him and all he does is complain. Then he runs away against Yoda's wisdom, gets his hand cut off, and when he learns Vader's secret, then the water works really start to flow. And Lando has to save him (but lets be real, he just made a dick move and screwed Han, so it's the least he could do).
Finally, RotJ ep.6: wow! he finally shows some promise! He walks in all serious, mind tricks his way into Jabba's lair, rescues Han Chewy and Leia, and takes out Jabba the Hut (actually Leia handled that part). He also took out Boba Fett (actually Han did that). But by the end, he's getting schooled by the Emperor and gets his ass bailed out again by Vader but only because he felt sorry for Luke.
I know Hamill was complaining about his character's development in TLJ, but he only has himself to blame for not putting up a fight about how Luke was written for 3 whole movies leading up to it. If they had made him some kind of badass, it just wouldn't have fit. My brother in law always made fun of him and I can see why. I can also see why they now cast a female as the protagonist, and with absolutely no blood relation to Luke. No better way to cure a lost cause, than A Fresh Start.

He wasn't soft, he was just ruled by his emotions from the very beginning. He is the light side equivalent of his father.
The Last Jedi both verified this and gave us the most cohesive version of Luke's internal struggles in any of the films. He has always made the wrong decision which forces him to confront his biggest conflicts.

He was bitter from unresolved and ultimately pointless sexual tension with Leia.

The guy mercilessly attacked his father and cut off his hand after being provoked. I'd hardly call that soft. Same with cutting off the Wampa's arm to escape the ice cave.

I can see what you mean, but compared to Leia he lived a relatively sheltered life. She lived with the Organas, who were active in the rebellion, so she was exposed to all of that.
Meanwhile Luke lived the life of a farmer. The closest he came to any sort of fighting was shooting Womp rats with his buddies.
At the same time he was pretty brave if you think about it. He had no issue fighting the stormtroopers on the Death Star, and in ESB he faced Vader without batting an eyelash.

Well he looks like a wimp he sounds like a wimp I think without his weapons most people in the Galaxy could probably kick his ass

He was just a boy in the first film and, by the third film, was a strong confident man.
Then they turned him into a weird recluse that never fit the character.
They just wanted to leave out Hamill as much as possible.

He also took out the AT-AT.
However, he was the "beta hero" of Star Wars (his ancestor is Robert Wagner in PRINCE VALIANT but he wasn't a whiny type).
But after that, he was on a losing trajectory. Big Hollywood doesn't like depictions of heroism unless it fits political messages.
He begged his old injured dad to save him from the Emperor!
I think Hamill expected more of an Alec Guinness kind of role--the old sage--but even poor Obi Wan became a failure by ROTJ. He failed as a teacher.
Imagine how rough it is for him-listening to crazy Yoda acting like a clown for eternity in ghostland..

Well duh, he's a Sith lord, he's been practicing the Force for decades, Lukes "training" with Yoda was basically the "Jedi for Dummies" lesson. I mean how long did even train with Yoda? A few days? Maybe a even just a few hours?

I mean how long did even train with Yoda? A few days? Maybe a even just a few hours? and look at Rey at the end of TFA. that's the direction they're going. Now, anyone can pick it up and rather quickly. Even Finn used the lightsaber a couple times. Maybe when all the Jedi died in RotS, their spirits and mitichlorians were dispersed and spread throughout the galaxy, making this possible within all of us.
