Both of these characters were horribly wasted and killed off in a lame way in a bloated third installments of a trilogy. But who got it the worst?
I going to go with Phoenix in X3. At least Spider-Man’s Venom got to actually fight with the title hero while Phoenix never went toe to toe with any of the X-Men.

Phoenix definitely. Jean Grey/Phoenix is arguably the most popular female Marvel character, so Fox screwing up her character is by far a bigger sin than screwing up Venom. Screwing up Venom is about on par with the MCU screwing up Mandarin.

Storm was popular enough to go toe to toe with Wonder Woman in the Marvel vs DC crossover. Jean is a character who has been dead for over a decade in comics until the Dark Phoenix movie was announced. Marvel wouldn’t keep a character dead that long if they really popular. And X-23 appeared in Logan, remember?

Venom because at that point he was the most popular Marvel villain around.
They could have had two good movies out of that storyline. One with Peter getting the Symbiote and then a follow up involving Venom. Maybe even a Spin-Off from that.
Instead it ended being one of the three plots in the one movie.
