No it's the same gene, whether the X-Gene becomes activated or not is what determines if a person is a mutant or not, but powers or not a father of a mutant carries the X-Gene, like a lot of real life genetic issues you can carry the genes whch could have caused problems but not actually develop the issue, same as in real life certain genetic issues will only surface after a certain age.
And yeah I love X2, Striker's plan fundamentally doesn't make sense for the reasons I said, but that's not a bad thing, he's a genocidal lunatic, I don't expect him to be all that rational, same I don't have an issue with how the movie tells the story, Xavier was forced to target the mutants, so he did but only the mutants, he wasn't targeting all potential mutants including those that simply hadn't had their X-Gene activated yet, issue is with your interpretation of the films not the films themselves...like I don't scoff at FC for showing us Scott & Storm, how were they supposed to know Singer would ignore that shit? those are dings towards Apocalypse not First Class imo as they are the films that ignored the previous set ups.

Comic books and cinematic universes are obviously different dimensions. In the X-Men Cinematic Universe, fathers (as stated on-screen) carry the specific genes to potentially generate mutants. Mutants have Gene X, their parents (fathers) don't. Stryker is many things, but NOT suicidal at all.
Cerebro is shown as being able to locate MUTANTS - no matter if their powers are active or not - considered as individuals carrying the complete mutant genome, no matter what.

No it's not, it's shown being able to locate all sentient life on the planet, and read the difference between mutant and humans, if Charles can find any and all mutants powered or not why doesn't he oh I don't know recruit the kids prior to their powers manifesting? why only show up afterwards? why only once they have felt ostracised or had to hide their abilities? if he can tell who is going to develop powers why not try to buddy up to the families earlier? He cant because he can only find mutants once their powers are activated, once they become mutants and not just carriers of the X-Gene.
This is why Striker's plan isn't suicide, he isn't a mutant despite carry the X-Gene, he's just a carrier not a full fledged mutant, but it's why it's a flawed plan, wipe out all "mutants" and they will just keep popping back up because the carriers of the X-Gene remain, without the gene being active though those carriers read as humans, only active mutants read as such because their signal or whatever is different to humans.

What you see on-screen is 100% canon. "Deduction" is the biggest weapon in the universe. Stryker's plan did NOT affect him, so this means that human fathers of mutants have a different palette of genes from the mutant genome. ALSO, if memory serves me well, Gene X or X-Gene is nowhere to be mentioned in the original trilogy as well as in the movie franchise. Am I wrong? That's because I think mutants are the product of a very complex genome, not just a gene. I always hated the concept of the X-Gene anyway.
Wherever your powers activate or not, well, you still got the VERY SAME genome within yourself. Cerebro doesn't locate the powers, Cerebro locates the genes.

On screen we are shown Xavier ONLY interacting with young mutants for the first time AFTER their powers manifest, so why does he only show up afterwards and not before?
Pretty sure the X gene or mutant gene is mentioned in the original trilogy, how else can they make a cure that supresses all mutant abilities? that one gene creating the powers and stuff and it alone being supressed by the kid and the cure, same for Hank and Xavier's serum they use is the only way it makes sense, as otherwise each mutant would need individual treatments to supress their unique abilities caused by a mutation.
The mutant gene only causes changes when it is activated, hence why supressing it leaves someone human, they still have the gene though they just don't have the powers, same for people like Striker, Bobby's dad and Brother they have the gene but theirs aren't active so they don't have powers, the activation of the gene and whatever powers they cause are what identifies mutants as such with Cerebro.

Xavier turning up when he does IF he knows they are mutants long before they develop powers is more creepy and fucked up, he's intentionally waiting to prey on them and the family in troubled and stressful times, that's calculated manipulation, him responding only when he can learn of them by their powers manifesting makes him less creepy and manipulative, turning up before the powers manifest is still manipulative but not in such a way, Xavier could actually use the opportunity to educated and help parents pre-emptively prepare for their kids being different without saying as much, the way you have it makes him a total cock.
