Majority of people considered him a good villain in Thor. He just became better in Avengers. I think he's a good character in Thor, just not a particularly good villain. But even then, four films for a decent villain is my main gripe with the early movies. I was never a huge fan of loki tbh,I think after Avengers and dark world they butchered him.

Obadiah Stane was a decent villain. Blonsky and Whiplash were great villains.
