Tyrion. He didn't die (as per Cersei's rules re: a winner) This is about playing well, not winning by sheer luck, and there is no such thing as "Cersei's rule" to start with. Tyrion played and kept losing at every turn. "When you play the game of thrones, you win or you die. There is no middle ground." This GRRM quote is what we've been watching for eight years. Multiple rulers vying to win the Game of Thrones. It's been taken for granted in the modern era especially in democracies, but it was very common for rulers and those who wished to rule to be killed by challengers. Tyrion didn't stay alive out of pure luck. He was very good at talking people out of killing him.

His books = his rules. Even the title reinforces the main theme or focus of the overall story. And it made a perfect slogan for their ad campaign, too. Littlefinger made it clear to Sansa that he wanted to be king and then died, therefore he lost. Vary's just wanted a decent king/queen but he's dead so he loses even though he did get a good king. Davos wasn't vying for the throne. Sansa played it well but wasn't vying for the Iron Throne, but kudos for becoming queen to an independent region. Dany gets an honorable mention because she played the game the best and won the throne if only for less than a day. She messed up by not killing her biggest threat Jon asap.

Bronn I suppose.
In season 1 he was a sell sword. In the finale he’s a knighted Master of Coin for the King of the Six Kingdoms. His station in life has improved the most.
And lord of Highgarden.

Nevertheless, the best player is the winner. Your choice of Cersei didn't make it to the end since there were still competitors for the throne when she became Queen at the end of season six. She also played a sloppy game which ended her life, her four children, her lover/brother and the loss of the throne itself.
